William Kilbourn (1828-1912) succeeded his father as a drum maker in 1857. City directories indicate that he operated at the No.7 Clinton Avenue address in Albany from ca 1864-1869. In the late 1860s, the 3rd regiment of the New York State Militia was actively transitioning post-Civil War and reorganizing as the New York National Guard, perhaps necessitating the purchase of this piece of equipment.
A beautiful drum from a well-known Civil War-era drum manufacturer.

Overall good condition with expected wear. Leather tighteners and ropes appear to be replacement, though metal fasteners appear authentic. Hoops may have also had restoration work.
