Jenkins was born on 1 December 1835 on Edisto Island, South Carolina. He graduated from the South Carolina Military Academy, now called The Citadel, in 1854; he then organized the King's Mountain Military School in 1855. When the Civil War began, he was elected colonel of the 5th South Carolina Infantry. A year later, he got brigade command of the 6th South Carolina Infantry and the Palmetto Sharpshooters during the Battle of Seven Pines, leading with distinction and being wounded in the knee. 

 

After Seven Pines, Jenkins was promoted to brigadier general on 22 July 1862 at the age of 26. A month later, he was wounded again during the Second Battle of Bull Run, this time in the shoulder and chest. He would not participate in active fighting again until the Battle of Chickamauga in 1863 as part of Hood's Division of the First Corps. 

 

During the Battle of the Wilderness, Jenkins was riding with Lt. Gen. James Longstreet (1821-1904) on 6 May 1864 when both were struck by friendly fire. Longstreet suffered a bullet through the shoulder but survived. Jenkins, however, suffered mortal head wounds that resulted in his death a few hours after the incident. He is buried in Magnolia Cemetery in Charleston, South Carolina.
